What does COMMIT don't do?

In C\Side CAL what does the command "COMMIT" DO?

Does it move "Uncommited Transactions" from Transaction Log file to Data file?

Which set of "Uncommited Transactions"?-
is it only Client Transactions i.e.the trasaction triggered by the User who is running the COMMIT command
or is it a command which is server level i.e. all the "Uncommited Transactions" irrespective of user?
