Upgrade Fail

Hello all,
I was trying to upgrade the RTC(2009) reports to 2013. I imported and compiled all the reports no error exist over that. I selected reports to be Converted and tried "Upgrade Reports", it then showed confirmation dialogue i pressed Yes but nothing Happend.
All of those reports were Custom Reports. Can anyone suggest me what did i missed or is there any additional step to convert it to 2013??

All are working RDLC Reports on NAV 2009. When I was about to design it also shows dialog to Upgrade.
If the compile flag is not set, the reports are not upgrade, even though it looks like they are upgraded.
I have never seen compiled reports which are not upgrade.
