I've tried to search something in Partnersource but no luck.
Are NAV 2013 manuals available (I'm interested in particular in Developer Manuals)?

Unfortunately we don’t have manuals for customers ready yet. There is readiness material on partner source which consists a series of presentations, videos PDF’s etc. but this is all more from partner readiness perspective.
Also, as you already noticed, there is material on MSDN and we’re constantly pushing more Dynamics content to MSDN, some of it is open which means you might not need MSDN subscription for this for example the links below. If they are looking for Administration/SetUp type content, MSDN is what I would start with until we’re ready with published training manuals which will be posted on PS.
