Just sharing this error when installing

Digging deeper into the logfile reveals the following:

No additional information is available.
Searching the usual places does not yield any results.
A footnote for installing separate language pack for NAV exists in the Sharepoint Portal Framework Configuration section of the NAV2013 documentation.

Unfortunately at the time of writing this, the short link to the language packs redirects to the
wrong version of the language pack and completely fails to install, this is because the link points to 2009(6.0) SP1 language packs and of course we require NAV 2013(7.0) version.

The essential steps are:
0. Uninstall any failed attempts.
1. Download and unzip the language pack from PartnerSource
2. Go to the Server folder in the extracted package.
3. Install the Server Language component.
4. Install the NAV2013 portal framework installation (if you skipped the initial step you can try repairing a previous install).
I hope this helps anybody who runs into this issue.

we ran into the same problem trying to install the german language pack. Unfortunately your instructions didn't help in our case and I'm wondering if someone else could bring some light into the dark for us. Our Farm Administrator has db_owner permission on ConfigDB and AdminContentDB and we installed the freshly downloaded language pack just like you said, but still getting the same error message.
Is there some kind of log where I could try to dig into the issue?
Failing that try looking in the event viewer in the machine you attempting to install on.
the topic is maybe a little bit old.
But the solution will be to give the "Sharepoint Service Account" db_owner rights on the two Sharepoint DB's.
Normaly it is 'NT-AUTORITÄT\SYSTEM'.
