NAV 2009 concurrent external users

Hi,

Can anyone tell me whether there is a bug on the usage of concurrent licenses via external connection in NAV 2009. I have in some cases when calling NAV via webservices seen that an error occurred; saying that all user-licenses are occupied, and then asks the user to wait for user-licenses to be released. However the webservice in my point of view should not occupy a user. - or am I wrong?

I have only seen this in NAV2009 (early build), when running NAV2009 SP1 or R2 the problem has never occurred.

Anyone who have seen or heard something like this before?

    It should not take concurrent license. I assume it is bug resolved in later versions.
