Merge fob files

Is there a tool out there that can merge fob files? Say like a console app which takes as input the file names of the source fob files as well as a target fob file and creates a merged output fob file. Text object files are not as reliable as the fob files, otherwise a simple text merge would be trivial to do oneself.
