Vietnamese in Dynamics NAV 2009

I'm trying to get Vietnamese to work with Dynamics NAV 2009 SP1. I have the Code Page set to Vietnamese (code page 1258), and I have the database collation set to Vietnamese.

I'm running it on Windows Server 2008. Japanese, Korean, and Chinese all work this way, and the only difference I can see is that I don't have the Language File (.mlc file) installed for Vietnamese, like I do for the other languages. But, Microsoft doesn't make a .mlc file for Windows Server (just Windows 7 and Vista).

NAV sends the right character to the database, but it just doesn't display correctly in NAV. For example, the Vietnamese character of "₫" should be stored in the database as "þ" but displayed as "₫." NAV does correctly store this character in the database as "þ," but it also displays it as "þ." This character should display as "₫" when I have the code page set to Vietnamese.

Any ideas on other stuff that I can try?
