ISV License for NAV 2013?

Has anyone been able to successfully create a partner license with ISV Insert rights? There is an option to add insert rights when generating a NAV 2009 license but that option isn't available when generating a NAV 2013 one.

No unless you have a RSPA contract with MS, as you can read on my blog (Thanx, Mohana, for referring to it)

This is missing as you do not have a RSPA contract with MS (yet).
