Manage multiple licenses (FLF) on one SQL server.

Just wondering how people do this in an RTC environment.
In classic I would put a developer license on the SQL server. Then when I need to test with the customer license, just change and test. But doing this at the NST is more complex. I guess if the client has the "per database" granule then each license can be uploaded to that database. But per server licensing doesn't make it easy.
I am trying to avoid having multiple SQL instances.
How do you do it?
