see specified item in purchase order without security filter

Hi guys in our company i want purchase department people see specified item like Sp how can i make this .

example :

user B see all items as sp,agg,water,sand , i want him see item Sp,agg are there are any way can applied this without using security filter(meaning any way can achieve this task without security filter)
