RTC Debugger and Server 2003

I am trying to turn on RTC debugging in V2009 R2. I have editted the config file, rebooted my VPC and started RTC. I got a message to say that it was preparing a workspace (I cant remember the exact wording) and I assumed it was creating the source files. However, the message disappeared quite quickly and when I come to look for the files they are not there. I have searched the whole VPC for *.cs. It found a few but not the ones I was expecting.
The VPC is running Windows Server 2003 R2 Standard Edition. There is no ProgramData folder (the option to show hidden files and folders is checked). There isnt even a ProgramData environmental variable. Could this be the problem ?
