Multi language in South east Asia

Dear All,
In One database I have multiple companies and multiple languages (Chinese, Thai)
In server, regional setup, I have activated Chinese language.
Some of them said that, the language is choosing in client machine is based on server installation and regional setup on server and some of them are saying it is based on client machine regional setup. Some of them are saying it is not feasible for South East Asia.
Which is correct? Pls clarify.
