Full/Empty Goods

Folks,

We pay a rent fee for gas tanks regardless if they are full or empty. We can return the empty ones or exchange them for full ones. We need to track our inventory. Minimum quantity is a requirement for the full tanks. Can someone please elaborate on how to set this up? I was thinking on creating two items but I can also create two locations. Any pros and cons?
