3 tier scenario Web service problem

Hi
I've a 3 tier installation in 3 different machines
1- PC1 - SLQ Server
2- PC2 - Nav server and web server (I've configured an internal and external IP to call thi web service from internet)
3- PC3 - Client machine
I've published a web service and it fails when I access from external IP.
The error message is "The login failed when connecting to SQL Server"
But if I open the web service with the internal IP, the external IP works too.
What could be the problem ?
Why if I use internal IP, the external works too ?
