machine center wait time

machine centers have wait time, which is defined as "The wait time is the time a job remains at the machine center after an operation is completed until it is moved to the next operation. "

this means, the machine center is occupied with current job/order during the wait time..however its not included in machine center load calculation and thus giving incorrect load information..its just based on setup time and run time..what could be the logic behind not including this and how to resolve it

further, why wait time is not available for work center.
