Navision in Kazakstan?

We are a Dutch company and we want to provide our subsidiary in Kazakstan with Navision. We already have Navision running at our subsidiary in Russia. Since there is not localization for Kazakstan, I am wondering if it is possible to use the Russian database also for Kazakstan.

Do you know who is developing the Kazakh localization? Is this done by Microsoft or by a Dynamics NAV partner in Kazakstan?

And do you think this localization is much different compared to the Russian localization?
