Page not editable

I've build a new page (card type) with wizard.
I need it to create a setup interface.
When I run this page itwas not editable. I need to use Action-->Modify to modify fields in it.
Why?
In Nav setup page are editable when I run it..

if you run it from object designer it will always run in view mode.

Depending on which method you use to launch it, you can influence the page editability via code or using the RunFormMode property of an Action.
