Cust Ledger Entry USER ID field as filter

I recently converted a customer from 3.7 to Nav2009R2.
They have a custom report that runs against table 21 Cust Ledger Entry and one of the filter requested is User Id.
It brings up a list of Users but when they select one, it will not bring the User ID back.
I have tried removing the LogInMgt call in the lookup on the table. I have swithed the validate property of the field to User Setup instead of User. Tried every combination I can think of. All the other requested filters work fine, but I cannot make User ID return a value for report filter selections.
Anyone ever see this before? I know how lookups work, but in Nav2009, this field seems to have a mind of it's own.
