Microsoft can.
And I'm not kidding. To order study materials, contact your regional Microsoft Office.
For online studies, checkout learning.Microsoft.
For exames you'll have to study and gain experience first. Best to take the exam when you've experienced at least 2 projects. (and that's a very bare minimum)
But you should not start studying NAV without some investments.

The company I'm working for, is a Microsoft Partner, I want to know if this allow me to download courses from Microsoft e-learning?

You should be asking your boss this question. Course material is available on partnersource, but I believe you do have to pay a fee for it. If your boss is willing to pay the fee, you can download the material right from partnersource.
