RTC Over WAN on public ip

Hi all
I am trying to configure RTC over WAN , But when i try to login connection could not be established. error is like
Microsoft Dynamics NAV
A server was not found at "net.[url=tcp://203.33.199.223:7046/dynamicsNav/Service]tcp://203.33.199.223:7046/dynamicsNav/Service[/url]". Either the URL is incorrect or the server is currently not available.
OK
I tried with ping this server ,its ping
Please help me on this topic.
