Install a Language Pack

Hi Experts,
I have certain set of customized reports, on trying to create the layout via Create Layout Suggestion message pops up as:
It is not possible to open Visual Studio for editing. Detailed description: '', hexadecimal value 0x14,is an invalid character. Line 723, position 24.
I think it is a language issue, that's why it is not allowing to create the layout.
I tried to install the language pack, but in Windows 7(64 bit) , the .exe file doesn't works at all.
On double clicking the file, a Run Window pops up, and on clicking Run nothing happens.

Did you try by running the exe as "Run as Administrator"?

I would rule out that this is a multilanguage problem.
0x14 should be part of some kind of instructions to the printer or something.
It must be somewhere in a label or a textbox.
