developer license

We are the customer of Navision 4. In order to make any modification we need developer license. What are the formalities for taking the developer license of NAV 4 and how much it costs. Did any certification is required for taking the developer license? Is the developer license is given only to the partners of Microsoft .

can any body help me by giving the reply..........

    In general a customer can not obtain a developer license. Instead you can buy the Application builder and various Developer granules. Contact your (or any) NAV partner.

    Well not to mention that version 4 is no longer supported so you can't purchase anything for it. Unless you have been paying maintenance and actually have an up to date license. And just have not gotten around to upgrading your system.
    There are no bugs - only undocumented features.
