Just enter it in. It's pretty simple.
The full documentation is there by simply going to the Help directly within the application.

As Alex suggested it is pretty simple.
Open the Budget form and fill the values as explained below.
a) Define the Budget Name - Sales Revenue 2012.
b) Show as columns as G/L account and show as lines as Period .
c) In the filters tab define the date filter - 01/01/12.. 31/12/12 and enter the G/L account filter (for example Sales Revenue accounts) 6110..6190.
d) Enter the budget values in the column for the month. Automatically the totaling column of “Budgeted amount” will be filled up
e) Post the sales transactions.
f) For Actuals VS Budget: Chart of Accounts - > Balance > G/L balance/budget
