Bill of Material Effective Dating

Hi All,
Have anyone ever created a way to have the Bill of Material Version Effective Date calculate based on Item Availability? Need the effective date to actually be projected by the Item Availability (On-Hand and Demand + Lead Times). This way current Items, in the old version, can be consumed timely and based on Demand you can calculate when the new Version has to take effect.
