How to make nav display russian chars on pages/ in tables?

Is there a way to make nav support multi language in tables, i.e. in item description and display it correctly not in ??? chars? It's like: ENG: desc, RUS: rus desc. Or the only way is to develop a .net control to display it in .net components on page?
