Manufacturing: management of packaging for scrap or good qty

Hello everybody,

We have a problem with Production Order and registrations of output/consumption when there are scraps and packagings.
I am not an expert of Manufacturing but will try to explain better that I can.
The requirements are of IT manager of a customer.

They say that scraps are always declared in last phase of the registration and that also scraps generate a reduction (backflushing) of the components of package type that cause problem.

I ask you if there is a manner to avoid the use of packages components for scrap quantity but to continue to reduct them if the quantity is good (not scrap)
