Approval Process using different logins??

Hi Experts,
How can i set Approval Setup without sending a mail.I am able to send an automatic Approval but there are some difficulties in manual Approval.I have created two database logins one is administrator and 2nd user is related with purchase dept.Now I want that purchase dept. user send a approval request to admin user but without using mail alerts.I have done all necessary setup for Approval Entries.Is it possible that one user send approval request and only administrator or another user can approve it through their logins.
