problem in giving spacing while printing an invoice

I have a problem with spacing while actually printing an invoice in the orignal paper format . When i increase the height of the section by dragging it down , the text does not move down while printing by the same amount of space. It behaves in a very irregular manner.
Can any body tell me how to insert blank lines while printing a report.
