There are 20 something localisations of NAV (or maybe even more).
And where this is a (legal) requirement it is likely that it is handled in one way or another in that version of NAV.
2 examples:
Belgium: the provinces,states are not used.
Italy: the province is mostly put in the city name (eg.: city of Milan in the province of Milan) : "Milano (MI)". States (could be regions in Italy) are not used.
If some customer really needs them, generally for some statistics purposes), some customization is made for that customer.

Indian Localization includes "States" setup.
If "States" feature is required in Canadian Localization (assuming it is not available in Canadian Localization) then you will have to customize it. I am not sure you would require to have consent of Microsoft for copying localization features from 1 database to another but I am sure that the object will be in custom object range.
