Hi,

Is it possible to reserve items (stock and non stock) that have been ordered on a purchase order but not yet received?

Is it them possible to allocate this material to specific sales orders and trace the allocation?

Yes, you can allocate from a purchase order to a specific sales order.

You could only reserve from that Purchase Orders, which Expected Receive Date less then Shipment Date from Sales Order. That Purchase lines are accumulated in Reserve form (Sales Order, Functions -> Reserve).

That correct. In addition to the usual things that must match (Item No., Location Code, Variant Code, etc) the Expected Receipt Date must be before the Shipment Date. It's a common reason I've seen for things not to appear as being available to reserve. It makes sense, though, as you cannot ship things that you won't have yet.
