VAT-table on Sales Invoice

In Visual Studio I modified the Sales Invoice layout for the RTC client according to the style of the company. It all works fine, but my issue is the VAT-table (VAT-specification) on the bottom of the page. Default this VAT-table is printed only for VAT-applicable customers. If VAT is not applicable the table is not shown at all.

My question: we would like to ALWAYS print the VAT-table. If VAT is not applicable, the values should show zero.

How to accomplish this? There must be some kind of filter that hides the table if VAT is not applicable, but I can't find how that's done. Any help will be appreciated!
