Error 1000 when sending email with codeunit 397 from NAS

I have a client that has been using the Newmessage function in codeunit 397 - Mail to send emails from a NAV Application Server for several years. This stopped working about a month ago. They now get a vague error (Application Error 1000--Faulting Application OUTLOOK.EXE, version 12.0.6562.5003, ...) in the event log on the NAV Application Server computer each time that they try to send an email from the NAV Application Server.
They have reported that they installed some windows updates and made some security changes around the time that the issue started.
I created a test report with just the Mail.Newmessage function call and found that the email message is sent as desired if we run the test report from a NAV client. I did this test while logged into windows with the same login as the NAV Application Server service. I think that this shows that it is not a permissions issue.
System Details: Executables: V5.0SP1; Objects V4.0SP2
Does anyone have any ideas about what might be causing this issue?
