Cannot access webservices HTTP 401

It's a strange thing.
I've created a webservices and published it in Nav RTC.
When I try to show WSDL in explorer from internet using public IP address it shows but If I try same work on server internet explorer shows a blank page.
Problem was solved using localhost instead public IP.

Now I've a website published on same server that use Nav webservices.
When I use Visual Studio on my client PC it works. When I try to connect to website on server from it fail (HTTP 401).
I think it's same problem?
How I can solve it?
