what is regasm and how to register dll?

I'm not sure, weather my question is right or wrong
I want to know about
1) regasm
2) about registrations (new to automation,dll kind of words)

I have Microsoft.Navision.Mail and Microsoft.Navision.Mail.dll in the following path:
C:\Program Files\Common Files\Microsoft Dynamics NAV\Mail

so, how can I know weather its registered or not.

I'm completely new to this dll files, hope you understand

Grateful if you can give me an example of one dll file so that I can experience the use of dll files
and I hope that gives me a solution to my SMTP Mail issue
