TCS Structure?????

Hi Experts,

I want to deduct TCS@1% on Scrap Sale(Tax Collected at Source) on Line amount excluding any type of Taxes but after defining all TCS Setup TCS calculated on including Tax Value(Excise+VAT).

My requirement is..........(TCS+Excise+VAT)
and
TCS will calculate on Base Value.
next
Excise(Charge on base value) and VAT(VAT will charge on Addition of Excise+Base value) but TCS value will add after all Taxation add in base value.

Plz suggest me the solution.
