Recommended way to change Base Unit of Measure

We need to change the Base Unit of Measure of some itemes. They have ZERO inventory currently though there lot of old transactions. Example: from KG to NO and to remove any other current Unit of Measures (like KG, GRM, etc) from the item card.
any thoughts on this.

When I said SOME items, I was actually wrong. Now, I see that the item list has more 1,700 items. Department head is reluctant to recreate all other related entries like BOM etc.
