Fast tab default size

There is a way to set the standard size / appearance of a fast tab in a card page so you can see all the fields?
I don't understand why in some cases you see all the section (typically the General fasttab) whether in other cases you can see only a part with a line in the bottom part of the fast tab where you can change the size.

Check Importance property of field in page..
may be visibility depends on this.

Even if I don't set the importance of any field in the fasttab General, I see it always maximized.

may be Importance has set to Promoted already..
