web services error

I have created a COM dll that I call as an automation server from NAV. I have it installed on the NAV server created on the NAV server. The dll connects to web services to grab some data out of NAV. We have out system set up on 3 machines. When I run it this way, I get an error 403 forbidden when it reads the record from the exposed page. If I create the dll on the client machine, it runs fine. If I run the RTC client on the NAV server machine, it runs fine. Any ideas why I would get this error running it on 3 machines? We are running NAV 2009 R2.
