Promoting System actions to Action Pane

Hi,
I would like to add some of the system actions (New, Send to Excel, Send to Word etc) to the action pane on a page via object designer. I understand that I can do it in the RTC page but this is only for the user or the profile I am logged in as - I want it to be there for all users and all profiles - Any ideas please???

If this is a must, you can create new actions that use sendkeys.
