error when import budget

I get following error when import budget, this case happen in some pc(s), some without.
This message is for C/AL progammers:
Could not involve the member Open. The OLE control or Automation server returned the following message:
The requested member does not exist, or the call tried to set the value of a read-only property.
Is it related to window version and/or excel version? Or I need to do the full NAV installation instead of just copy the client folder and run NAV?

1. Budget import only applicable for excel 2003 or above
2. Full installation insteads of just copy the client folder and run it
