Error in Installing Employee Portal Front End

I am getting this error while installing Employee Portal Front end........


web.config does not exist in c:\inetpub\wwwroot\wss\virtualdirectories\80\


After searching in mibuso I came to know that it is becoz Sharepoint portal is not configured.....
if so... then guide me in configuring Sharepoint step by step...............

else help me soughting out this error.....

Select "Web Front End" under "Server Type" of Advanced and press install.(Next..next..next..)
