Employee Portal / WSS

Hi Experts,
We have an issue in WSS Page. We have installed the following,
1. OS - Win 2008 (64bit machine)
2. Nav 2009 SP1
3. SQL Server 2008 R2
4. Employee Portal installed
5. WSS 3.0 SP1 for 64 bit
6. IE 8.0 & IE 9.0 (Tested in both)
NAS and Application server is running fine. When we access the page as http://localhost/default.aspx, the page displays as shown as attachment.
Problem is that the page is not displaying the Employee Portal Tool Pane. What to be done for this or any browser compatibility ?
Can anyone help...
