Error To start Microsoft Dynamics NAV Business Web Services

Dear All
when i m going to start service "Microsoft Dynamics NAV Business Web Services " it gives me following error

please help me

Error is

The Microsoft Dynamics NAV Business Web Services service on Local Computer started and then stopped. Some services stop automatically if they have no work to do, for example, the Performance Logs and Alerts service.

Change WebServicesDefaultTimeZone from UTC to India Standard Time in custom settings file
restart and try..

i m changed time zone UTC to (GMT+05:30)Chennai,Kolkata,Mumbai,New Delhi
in C:\Program Files\Microsoft Dynamics NAV\60\Service\custom settings
file but still it gives same error

Did i tell you to change to (GMT+05:30)Chennai,Kolkata,Mumbai,New Delhi?
Change it to India Standard Time
