Navivsion Business Notification

Please HELP!!!
is Business Notification Compatible with SQL Cluster Service??

there is a customer need to install BN Server into his Company but they have SQL Cluster when we connect to running instance we can't install a BN into LOCALHOST, then we are choosing "another server"
and defining services name it gave me sql error ("No Permission for MessageBus contatc your system administrator")....
