Control of how a Card Page appears on open

We have a page which can have a large number of visible/editable/enabled groups. If the user has opened one or two of these groups, the next time they open the Card they need scrollbars, but they do not appear until they "do something" with the page (some kind of resize, expand another group, etc). I cannot find any way to force the appearance of the scrollbars, which is not unexpected, but I also cannot find anyway to force the collapse of the groups, which would resolve the scrollbar issue (albeit "forgetting" user preferences for the page). Is there any way to control how this Card/Page appears so that the user has the controls needed without having to take what should be unrequired action?
