How to add fixed scrap

I am having a problem in terms of where to add fixed scrap for the particular igredient that goes to my product. See example below:

Problem:
Manufacture plant is producing particular chocolate bar "A" that has following ingredients
chocolate
dates
amonds
milled flaxseed

this particular chocolate bar "A" generates 3% scrap on average for all the ingredients
but it also generates 1000 kg scrap for washing a machines with chocolate.

How can I put this into the system.
