RTC Crashes upon opening

I have installed RTC for a client a Windows XP SP3 machine and when he goes to start the RTC client it opens up and then immediately crashes. The error message that he gets is the following: (please see the attached file). The odd thing it happens on 2 user's pcs and on the third person's pc RTC doesn't crash.

try updating your windows and getting latest version of .net framework

We had tried that already. We uninstalled all verisons of .net framework and then reinstalled each one. but still crashes
