Personal Menus locking out user account

I have a client that gets locked out every time they are in RTC and creating personal menus and adding items into that menu. Then what they have to do is the super user has to sign into nav delete that person's user account that is locked and recreate that user's account in Nav. Has anyone come across this type of issue before?
