Requisition worksheet and safety stock

I have one article of which 10 are in sales, the total inventory is 0....

Data on the item card

Replenishment System: Purchase
Reordering policy: Fixed reorder quantity
Reorder cycle: 1D
Safety Stock Quantity: 5
Reorder Point: 5
Reorder Quantity: 1
Minimum order quantity: 1
Maximum order quantity: 0

Now I expect the purchase proposal (requisition worksheet) that 15 (10 sales + minimum stock 5) need to be ordered, the system comes with 10 pieces!?

What am I doing wrong??

I guess you are not using SKUs and you have left the components at location setting in the manufacturing setup blank - set this to your main warehouse and re-run.
