Close Income Statement batch job - No Journal Entries

Is there any occasion where the Close Income Statement batch job doesn't create any journal entries?
Accountant says (i checked too) that he run the job (properly filling all values requires) and even gets the message saying "Journal Entries are created". But there is no entries at all. He is running this for the one before the last financial (both periods closed now).

I found the reason right after posting here. He has already successfully run and posted the entries. No change in entries thereafter and he is trying to create entries again and again. Poor guy and poor me. Should have checked G/L entries for the previous entries.
